Is Privacy as a Service a viable offering for IT services companies?

I’m wondering if privacy as a service is a coming business model due to all the legal changes that are happening, for example look at this for California:

Is this like the early stages of security?Will we see lawsuit ransomware like we had ADA shakedowns from unethical law firms?   It happened a lot in CA where they sent out people in wheelchairs to “use the bathroom” in businesses and then the business got a $5000 demand letter a few days later stating their bathroom wasn’t ADA compliant…
